April 1, China Internet Network Information Center (CNNIC) held the 2025 National Top-Level Domain Development Exchange Meeting in Beijing. Liu Yulin, Director and Party Secretary of the China Internet Network Information Center, and Jin Hainan, Deputy Director of the Internet Division of the Ministry of Industry and Information Technology's Information and Communication Administration Bureau, attended the exchange meeting and delivered speeches. Li Qiang, Deputy Director of the Center, presided over the meeting. Representatives from national top-level domain registration service institutions across the country conducted in-depth discussions and exchanges around the theme of "Upholding the Fundamentals and Winning the Future through Innovation."

In his speech, Liu Yulin pointed out that the domain name industry should deeply study and implement General Secretary Xi Jinping's important thoughts on a strong internet, fully implement the national strategic deployment of the deep integration of the real economy and the digital economy, and give full play to the supporting role of domain names as a basic internet resource, achieving the following three points: First, strengthen standardized management, promoting the high-quality development of internet infrastructure resources; Second, highlight technological innovation, consolidating the foundation of next-generation internet infrastructure; Third, adhere to application-oriented development, empowering the digital transformation of small and medium-sized enterprises. The China Internet Network Information Center will be based on the development positioning of "the national team for internet infrastructure resources and the main force for internet technological innovation," and shoulder the mission of "promoting the innovative development of the internet and safeguarding the security of the internet's foundation," to deeply promote the high-quality development of China's internet infrastructure resources.

In his speech, Jin Hainan emphasized the importance of national top-level domain names, affirmed the achievements made by China's domain name industry, elaborated on the challenges facing the development of national top-level domain names, and put forward four suggestions for the future development of the domain name industry: First, strengthen industrial integration, building a good ecosystem for the innovative development of national top-level domain names; Second, strengthen technological innovation, improving the technical level and security protection capabilities of national top-level domain names; Third, strengthen international cooperation, enhancing China's influence in the global domain name system; Fourth, strengthen industry self-discipline, jointly creating a good development environment for the domain name industry.

Yang Xue, head of the basic business department of the China Internet Network Information Center, delivered a report on "The Development Status of China's Internet Domain Name Industry," detailing the current situation of the global domain name industry, systematically summarizing the development trend of China's domain name field, and looking forward to the development trend of national top-level domain names. Chen Yuanmin, head of the innovation business department, introduced the national internet infrastructure resource big data platform, the monitoring of bad application domain names, and the operation and security monitoring results of the domain name service system in the report on "Domain Name Application and Service Monitoring."

At the exchange meeting, Alibaba Cloud Computing Co., Ltd., Tencent Cloud Computing (Beijing) Co., Ltd., Beijing Xinwang Digital Information Technology Co., Ltd., Xiamen Nawang Technology Co., Ltd., and Beijing Zhongyu Zhiko International Network Technology Co., Ltd., as representatives of national top-level domain name registration service institutions, shared their application practices and future development suggestions for national top-level domain names from the aspects of technology, service, and ecosystem construction. Representatives from various registration service institutions conducted in-depth discussions on the current situation, challenges, and business practices of the domestic domain name industry, and put forward suggestions for promoting the development of the industry and national top-level domain names.
